Importing cocoa into India

In plain wordsImporting cocoa into India means clearing food safety, plant quarantine and customs checks before the cargo is released.

India grows some cocoa in Kerala, Andhra Pradesh, Karnataka and Tamil Nadu, but chocolate and confectionery makers still rely on imported beans and derivatives.

  • Importer: needs an Import Export Code (IEC) and an FSSAI licence; imported food is cleared by FSSAI at the port.
  • Cocoa beans: need a plant quarantine import permit under India’s Plant Quarantine Order, plus a phytosanitary certificate from Cameroon.
  • Ports: Nhava Sheva (JNPT), Mundra and Chennai.
  • Documents we supply: certificate of origin, phytosanitary certificate, Certificate of Analysis, packing list and bill of lading.

Import duty
Basic customs duty on cocoa beans is 15% (cut from 30% in the 2022–23 Budget); the effective rate with cess and IGST is higher.
Import rules
Under the Plant Quarantine Order 2003, beans must be free of listed pests and fumigated with methyl bromide (endorsed on the phytosanitary certificate); FSSAI import rules also apply. Note that fumigation removes organic status.
